Future Development of International Aviation Hubs Under the Restructuring of Cargo Source Structure

The global air cargo industry is currently undergoing a profound restructuring of its cargo structure and operational rules. The explosive growth of leading cross-border e-commerce players—including AliExpress, SHEIN, TEMU, and TikTok Shop—has accelerated the concentration of shipper resources and the flattening of logistics chains, fundamentally reshaping the competitive dynamics of international air freight. Traditionally, air route networks were dominated by airlines, hub airports, and conventional transit-centric operational models. In contrast, the industry landscape is now largely shaped by platform-based warehouse networks, real-time order distribution, and tailored fulfillment solutions deployed by top-tier logistics providers. Furthermore, the rapid proliferation of AI technology has propelled high-value tech commodities such as CPUs and data center hardware to become the fastest-growing cargo segment in air transportation, driving continuous iteration and upgrading of the overall freight structure. Against this backdrop, three critical industry questions emerge: Will the traditional hub-and-spoke air cargo network gradually diminish in importance? How is the core value of international air cargo hubs being redefined? And how can hub airports collaborate with airlines and logistics operators to build a highly customized, integrated freight ecosystem?

Forecast. Optimize. Deliver.
Philip Autekie -
Masterplannin and Design Manager ,
Brussels Airport Company Limited

Airports are evolving rapidly, requiring a shift from reactive planning to proactive, data-driven decision-making. Forecast. Optimize. Deliver. captures how we approach this challenge through integrated Strategic Planning across terminal, airfield, and landside domains.

We start with forecasting, using demand scenarios and capacity modelling to understand future constraints and quantify infrastructure needs across the entire airport system. This provides a robust foundation for identifying when and where investments are required.

Next, we optimize. By combining terminal capacity analysis, airfield performance assessments, and landside flow modelling, we ensure that existing and planned assets are used to their full potential. This includes improving passenger and vehicle flows, aligning apron and runway capacity with traffic forecasts, and integrating major development projects into a coherent system-wide approach.

Finally, we move to delivery—translating insights into actionable roadmaps and concrete asset decisions. By closely linking strategic planning with projects in development and execution, we ensure timely, efficient, and future-proof investments.

Together, this approach enables us to move with confidence from insight to implementation—building an airport system that is resilient, efficient, and ready for tomorrow.

Rail Forum Welcome Remarks

The Air-Rail Conference Session, organised by the International Air Rail Organisation, will examine how airports and railways can work together to create more connected, efficient and passenger-focused transport networks. The programme will explore future trends in airport rail links, highlighting international best practice, emerging technologies and practical approaches to improving accessibility, reliability and the overall journey experience.

Discussion will also consider “spatial synergy”: the role of integrated design in connecting places, transport modes and passengers. Speakers will examine how thoughtful planning of terminals, stations and surrounding areas can reduce friction, strengthen the sense of place and enable smooth movement throughout the air-rail journey.

A focus on funding will offer insight into the opportunities available to support airport rail connectivity, including how projects can align with policy priorities, demonstrate wider economic and environmental value, and build a compelling case for investment.

The session will conclude with a forward-looking perspective on airport intermodality, exploring how aviation, rail and other forms of transport can be brought together.

Michael Rogers -
Senior Urban Designer ,
ARUP

How do you design urban infrastructure for a three-dimensional mobility future? This Fireside Chat compares LAE development strategies from Hong Kong's Greater Bay Area and the United States, examining how different regulatory frameworks, demographic profiles, and urban densities shape vertiport design, transport hub planning, and deployment timelines.

Explore Hong Kong's cross-border LAE Blueprint alongside Florida's sandbox pilot projects to understand the practical challenges of integrating advanced air mobility into existing cities. From noise management in dense urban fabrics to use case prioritization between aerial tourism and urban mobility, discover what eVTOL manufacturers, masterplanners, architects, and investors need to know about regional market readiness and infrastructure requirements.

Gain actionable insights on designing future-ready transport hubs, adapting urban planning frameworks for vertical mobility, and building community acceptance across diverse contexts. Whether you're developing LAE infrastructure in Asia or evaluating cross-regional opportunities, this conversation delivers comparative lessons from two pioneering markets at different stages of the LAE journey.
